The WhatsApp Business Platform (API) has no single price. You pay your provider (a Business Solution Provider, or BSP) for the software and support, and Meta charges for the messages that are delivered, based on message type and the recipient's country. As of October 2026, Meta prices per message, not per 24-hour conversation, and it publishes a rate card by country. I do not quote rupee rates here because they change on set dates; check Meta's pricing page and your provider's quote before you budget.
How Meta's pricing works (verified October 2026)
I read Meta's WhatsApp Business Platform pricing documentation on 20 October 2026. This is what it said, in my words:
- Per-message pricing. Meta moved to charging per delivered message effective 1 July 2025. The older conversation-based model is deprecated.
- Price depends on category and country. The rate is set by the message category and the recipient's country calling code. Messages from customers to you are never charged.
- Template categories: marketing, utility and authentication. Templates can be sent at any time to opted-in contacts.
- Non-template messages: service messages, such as replies typed by your team, can be sent only inside an open 24-hour customer service window, which opens when the customer messages you and resets with each new customer message.
- Free service allowance. Meta's page says that from 1 October 2026, each business phone number gets 1,000 free service messages a month, with unused messages not rolling over. Beyond that, service messages are charged, and without a payment method on file, messages beyond the free allowance are not delivered.
- Utility messages in the service window. Before 1 October 2026 these were free inside an open customer service window. The page says that from that date they are charged.
- Free entry point window. If someone messages you from a click-to-WhatsApp ad on the Android or iOS app, and you respond within the customer service window, that response is not charged and opens a free entry point window, which may stay open for up to seven days. Marketing, utility, authentication and service messages are free during it. Web and desktop entries are not supported.
- Volume tiers. These apply to utility and authentication messages only, calculated per country and category, and reset monthly.
- Change calendar. Price changes take effect only on 1 January, 1 April, 1 July or 1 October, with advance notice. A rate card in a blog post from six months ago may no longer be right.
- India billing. INR is listed on the rate card, and Meta describes billing localisation for eligible India customers from 1 January 2026, with non-INR accounts for those customers needing to move to INR by 31 December 2026. Confirm with your provider whether this applies to you.

Meta fees vs BSP fees: two separate bills
| Cost | Who charges | What you are paying for | How it varies |
|---|---|---|---|
| Message charges | Meta (often passed through by your provider) | Delivered marketing, utility, authentication and, above the free allowance, service messages | Category, country, volume tier, rate-card date |
| Platform or subscription fee | BSP | Dashboard, team inbox, chatbot builder, API access | Plan, number of agents, features |
| Markup per message | Some BSPs | Their margin on top of Meta's charge | Ask whether it is zero, fixed or a percentage |
| Setup or onboarding | BSP or consultant | Verification help, template writing, integrations | Scope of work |
| CRM and integration work | Developer or consultant | Connecting WhatsApp to forms, CRM, payments | Complexity of your stack |
| People time | You | Agents replying, reviewing transcripts, maintaining templates | Volume and hours covered |
The BSP side is where quotes differ most and where hidden costs sit. Ask for the full price in one table: platform fee, any per-message markup, extra charges for agent seats, chatbots, API calls, and what happens to your number and message history if you leave.
Setup steps for the WhatsApp Business API
- Create a Meta Business portfolio (previously Business Manager) using your company details. Use the legal business name that will match your documents.
- Choose a BSP or go direct. Most small businesses use a provider. Compare on inbox quality, template tools, transparency of pricing, support responsiveness and data exportability.
- Prepare a phone number. It should be able to receive a verification code and be one you can dedicate to the platform. If it is already on the WhatsApp Business App, ask your provider about migration options and what will be lost or kept, since the app and the API do not work the same way. Do this before you register it, not after.
- Complete business verification. Meta asks for documents proving the business exists, such as registration records and a matching website or address. Mismatched names between your website, documents and portfolio are the usual cause of delays.
- Set your display name. Meta reviews it, and it should clearly reflect your brand. Check the display-name guidelines in Meta's documentation before choosing; a name that does not match your business or website is likely to be rejected.
- Add a payment method. Meta's page says charged messages need one, and messages above the free tier are not delivered without it.
- Write and submit templates. Start with the few you will actually use: acknowledgement, appointment reminder, order or service update, follow-up. Assign the right category honestly. Meta can reclassify or reject templates.
- Connect your systems. Link the inbox to your CRM, forms and ad entry points; capture source and consent. See analytics and automation.
- Test before launching. Send every template to an internal list, test the handover from bot to human, and check opt-out handling.
Messaging limits also shape your launch. Meta's documentation says new business portfolios start with a limit of 250 unique users per rolling 24 hours for business-initiated messages outside the service window, and can move up to 2,000 by verifying the business or sending enough delivered high-quality template messages, then scale automatically by quality and usage. Check the current messaging limits page, because these numbers can be revised.
What it costs to run for a small business
I will not invent a monthly figure, because it depends on things you can count yourself. Build your own estimate with this worksheet:
- Count conversations you will start. How many marketing, utility and authentication templates will you send in a month? Outbound promotional messages are usually the largest variable cost.
- Count what stays free or inside the allowance. Customer-initiated chats answered by your team count as service messages, and under the October 2026 rules a free monthly allowance applies per number. Ad-driven chats may qualify for the free entry window.
- Look up the rate for each category in India on Meta's current rate card, and note the date you read it.
- Add the BSP quote: platform fee, seats, markup.
- Add one-time work: verification help, templates, CRM integration.
- Add staff time. This is often the biggest real cost, and nobody puts it in the quote.
Two things reduce cost more reliably than a cheaper provider. First, send fewer, more relevant marketing messages to people who asked for them. Second, design flows so customers start the conversation, since customer-initiated chats are the cheapest and best-received kind. A low-quality blast also costs you in blocks, lower quality standing and lower messaging limits, which Meta's policy page links to user blocks and reports.
App or API: how to decide
| Situation | Choose | Reason |
|---|---|---|
| One person replies; enquiries are manageable | Business App | No platform fee, no integration to maintain |
| Several agents on one number | API | Shared inbox and assignment |
| Paid ads send people straight to chat | API | Source capture, instant first reply, reporting |
| You need automated reminders or follow-up after the 24-hour window | API | Approved templates sent programmatically |
| Regulated or restricted category under Meta's policy | Check policy first | Meta's policy says regulated verticals may only use the Platform, not the App, and only where permitted |
| Mostly personal, relationship-led selling | App, maybe API later | Automation adds little |

Questions to ask a provider before you sign
- Is the Meta message charge passed through at cost, with a separate platform fee, or bundled with a markup?
- Do you invoice in INR with GST, and will my account follow Meta's INR billing changes?
- Who owns the WhatsApp Business Account and the number? Can I move to another provider without losing history?
- What happens if a template is rejected or my quality rating drops?
- Can I export conversations and contacts?
- How many agent seats are included, and what do extra seats cost?
- What support hours and response times do you commit to in writing?
Common mistakes
- Comparing providers by the headline monthly fee and ignoring per-message markup.
- Registering a number that you still need on the Business App without checking what migration does.
- Using a business name on the account that does not match your documents, then waiting weeks on verification.
- Submitting template categories that do not match what the message does.
- Budgeting from an old blog's rate table, including old versions of this one. Meta changes rates on set quarterly dates.
Frequently asked questions
How much does the WhatsApp Business API cost in India?
It is the sum of Meta's per-message charges for delivered messages (by category and country) plus your provider's fees. I have not quoted rates because they change on set quarterly dates; use Meta's official rate card for India and your provider's written quote.
Is the WhatsApp Business API free?
Not as a whole. Customer-initiated service chats can be free within certain allowances and windows, but template messages and your provider's platform are paid. Meta's rules on what is free changed again from 1 October 2026, so check the pricing page.
Do I pay Meta or the provider?
Usually both, though many providers bill Meta's charges to you on their invoice, with or without a markup. Ask for the two to be itemised.
How long does WhatsApp Business API setup take?
It depends on how quickly your business verification clears, how soon templates are approved and how much CRM integration you need. A clean, matching set of documents is the biggest time saver.
Do I need business verification?
Verification is one of the routes Meta lists to raise your messaging limit to 2,000, and providers generally ask for it during onboarding. Check with your provider and Meta's documentation for what applies to your account.
