SEO Agency vs SEO Consultant Cost: Compare the Work, Not Just the Retainer

An SEO consultant is not automatically cheaper than an agency. An agency is not automatically better equipped for your website, either. The useful comparison is the cost of getting the right work completed, including the people who will implement it.

If one proposal includes strategy, writing and development while another includes recommendations only, comparing their monthly fees tells you very little. Here is how I would put both offers on the same page before making a decision.

What does the published pricing research actually show?

Ahrefs surveyed 439 SEO providers in a pricing study updated in August 2024. Its estimated monthly averages were $3,209 for agencies, $3,250 for consultancies and $1,348.63 for freelancers. Those estimates used the upper end of each respondent’s pricing band. They are historical survey figures, not current quotations or India-specific rates. The useful lesson is that “consultant” and “low-cost freelancer” are not interchangeable categories. Senior expertise can command a premium. Geography, specialisation, delivery capacity and scope can matter more than the business label. I would use that research to challenge assumptions, then request a quote for your actual situation.

Separate the fee from the cost of implementation

Ask each provider to price the same four workstreams: diagnosis, planning, production and implementation. A strong audit still needs someone to fix templates, improve service pages and check that the changes work.

Also allow for your own team’s time. A lower retainer can become expensive if a founder spends every Friday translating recommendations into tasks. Conversely, paying for a full delivery team may be unnecessary when your existing writers and developers already have capacity.

Use a total-cost worksheet

For illustration only, imagine Quote A is ₹60,000 per month for advice. You then budget ₹25,000 for implementation and ₹15,000 for content. Its planned delivery cost becomes ₹1,00,000. Quote B includes the same work for ₹95,000. Under those assumptions, the higher headline fee is the lower total cost.

This is a worked example, not a market benchmark or my quotation. Add taxes and any separately agreed tools or production expenses when comparing real proposals. List exclusions explicitly: migration work, new languages, additional locations and development emergencies can change the scope substantially.

The equation is simple: provider fee + missing delivery resources + agreed external costs = comparable project cost. If an item cannot be priced yet, mark it as an uncertainty rather than pretending it is free.

Choose the pricing model around the job

A fixed project is useful when you need a defined audit, migration review or strategic plan. Agree the inputs, deliverables and acceptance criteria before work starts. A monthly engagement suits continuing prioritisation, implementation and measurement. Advisory time works when your team can execute and needs experienced direction.

In each model, ask what happens when a recommendation depends on another team. Who escalates the blocker? Does unused production capacity roll over? How are new requests estimated? These practical details often determine whether the engagement feels productive.

Google advises buyers to investigate an SEO’s proposed work and warns against guaranteed first-place rankings. A guarantee is not a substitute for a credible scope. Read Google’s guidance on hiring an SEO.

Choose the arrangement that gives your business both a sound plan and enough capacity to carry it out. A cheap recommendation that never reaches the website has little practical value.

Do not assume it does. Ask for media spend, development, content, tools and taxes to be itemised separately or explicitly included.

Can I start with an audit instead of a retainer?

Yes. A defined audit can identify priorities before you commit to ongoing work. Agree whether implementation is included or will be a separate engagement.
